Outlook Town Council – Motions from Previous Minutes

The Outlook has obtained the minutes of the June 12 regular meeting of Outlook’s town council, as well as the minutes of the June 19 meeting of the Recreation Committee.

The Outlook has obtained the minutes of the June 12 regular meeting of Outlook’s town council, as well as the minutes of the June 19 meeting of the Recreation Committee.

The following are highlighted motions that had been made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.

June 12 Meeting

Good Sams RV Rally 2020:

405/19 – Smith/Applin:  That we approve the booking request from Saskatchewan Good Sam Club to hold their 2020 RV Rally in the Jim Kook Rec Plex and grounds from June 10-14, 2020.  Carried.

Swimming Pool Deck Chairs:

406/19 – Smith/Simonson:  That we authorize Recreation Director Jordy Jones to proceed with ordering deck chairs from Richard’s Home Hardware for the Van Raay & Community Swimming Pool at an approximate cost of one thousand and forty-nine dollars and ten cents ($1,049.10).  Carried.

Authorize Transfer:

408/19 – Applin/Grotheim:  That we authorize the transfer funds to the General Operating account from the Swimming Pool bank account each time the balance reaches ten thousand dollars ($10,000.00).  Carried.

Right-of-Way Restorations:

409/19 – McLeod/Grotheim:  That we proceed with ordering sod from Broderick Garden Centre at an approximate cost of five hundred and sixty dollars for restorations of the Cameron Avenue right-of-way, the Tufts Crescent greenspace, and the boulevard located in front of 425 McKenzie Street.  Carried.

Sidewalk Repairs:

413/19 – Grotheim/Smith:  That we proceed with contracting DLN Construction to remove and replace two (2) sections of sidewalk located on the Selkirk Street side of the AG Foods building located at 117 Saskatchewan Avenue West at an approximate cost of two thousand one hundred and thirty-one dollars and twenty cents.  Carried.

Bylaw Enforcement Instruction:

422/19 – Applin/Grotheim:  That we instruct Administration to send a letter to Bylaw Enforcement Officer Ron Klassen that vehicles parked on the incorrect side of the street, directly violating section 2-3 (1) of Bylaw 13(2003) The Traffic Bylaw are to be ticketed immediately.  Carried.

Associated Engineering Phase II ESA:

442/19 – Applin/McLeod:  That we accept the proposal from Associated Engineering to complete the Modified Phase II Environmental Site Assessment at the proposed Railway Avenue Subdivision at an estimated cost of nineteen thousand two hundred dollars ($19,200.00) plus applicable taxes a copy attached hereto to form a part of these minutes.  Carried.

June 19 Recreation Committee Meeting

Rodeo Committee:

Rodeo Committee submitted a request for access to the 20 acres by the sportsgrounds 2-3 years in advance so that they can begin landscaping it.  They also request to use the bleachers and picnic tables from the Rec Plex for the event.  Committee discussed offering the bleachers for a fee and then making a rental contract.

Jordy is to send a letter that the Town is not prepared to retrofit the proposed land at this time and that the site was never given the go-ahead but was more of an idea for the future.  Jordy noted that the Rodeo has only completed one year and he would like to see some sustainability before the Town incurs such a task.

Potato Fest 2020

Plan is to start small and get a good nucleus to run the event.  Donna (Smith) would like to speak with local potato farmers to see what dates and months work best for them to attend.  Ideas are still floating around for a venue but the Rec Plex was brought up.  Will form a committee and begin meeting in July.
