Outlook Town Council News & Notes - April 22

The town council of Outlook met for a regular meeting on Wednesday night, April 22. Present were councillors Kevin Grotheim, Kyle McLeod, Floyd Childerhose, and David Simonson, while councillors Donna Smith and Maureen Applin were teleconferenced in.

The town council of Outlook met for a regular meeting on Wednesday night, April 22.  Present were councillors Kevin Grotheim, Kyle McLeod, Floyd Childerhose, and David Simonson, while councillors Donna Smith and Maureen Applin were teleconferenced in.  Also present were Mayor Ross Derdall and Administrator Huguette Lutz.

The meeting was live-streamed on the Town of Outlook’s Facebook page and had an average audience of approximately 35-45 people during the 2-hour broadcast.

A number of topics and items were discussed, including the following highlights.

Bylaws

A third reading was held for Bylaw No. 07(2020) – A Bylaw of the Town of Outlook for the Administration of Water and Wastewater Accounts and carried.

Three readings were held for Bylaw No. 08(2020) – A Bylaw of the Town of Outlook to Amend Bylaw No. 08(2014) Known as the Zoning Bylaw and carried.

A third reading was held for Bylaw No. 09(2020) – A Bylaw of the Town of Outlook to Amend Bylaw No. 01(2018), A Bylaw to Establish the Uniform Tax Mill Rate, Base Tax and Mill Rate Factors for the Property Classifications in the Town of Outlook and carried.

Three readings were held for Bylaw No. 10(2020) – A Bylaw of the Town of Outlook to Amend Bylaw No. 10(2019), A Bylaw to Establish a Landfill and to Regulate and Control the Disposal of Wastes in the Town’s Landfill and carried.

Communications

A motion was made and carried to pay $6500 that is needed in relation to the project surrounding the Official Community Plan & Zoning Bylaw.

A request by the Small Steps Early Learning Centre was honored to exempt municipal taxes.

Reports of Administration & Committees

CAO Report

There was discussion on whether to pass an act requiring municipal election candidates to include their occupation on the ballot.  Councillor Grotheim made a motion that the Town support such info requiring to be on the ballot and it was carried with two opposing (Councillor Simonson and Mayor Derdall).

Other discussion surrounding election season touched on providing more chances to vote for seniors, as well as an advance poll possibly being held on a weekend.  CAO Lutz will form a bylaw related to the municipal election and bring it back to council for discussion.

A motion was made to amend some numbers related to the Official 2020 Town of Outlook Budget, carried.

A motion was made to donate used iPads to long-term care since so many are video-calling loved ones these days.  Carried.

Unfinished Business

Council approved the costs of an engineering services proposal from Associated Engineering related to the Railway Avenue subdivision project as the Town had originally budgeted for it.  It was carried.  The Outlook requested detailed information after the meeting with a question about the final costs of the proposal, but the Town had not responded before this article was published.

New Business

There has been interest in advertising at the swimming pool for non-business ads, such as a public thank-you note or something else from a private individual.  The Town has no issue with this, though the ads do have to be submitted for approval.

On the topic of membership into the Saskatchewan Economic Development Alliance (SEDA), Councillor Grotheim questioned if the Town was missing out on anything by not being a member (the Town hasn’t been a member in the past).  Councill Applin believed they should sign up and Mayor Derdall echoed the same sentiment, feeling it’s worth a few hundred bucks.  A motion was made and carried to join SEDA at a cost of $327.60.

Council then moved to in-camera talks.  The in-camera agenda included the following:

b) Personnel (Recreation Summer Students, Public Works Personnel)
